<\/span><\/span><\/h3>\n<\/div>\n<div type=\"heading\" data-hook=\"rcv-block17\"><\/div>\n<div data-breakout=\"normal\">\n<p class=\"_8lDmD RG0XO _6y8tI _8lNYy rQtlz\" id=\"viewer-cvs03\"><span class=\"UYHF3\"><span>State Questions are measures to change Oklahoma laws or the state constitution that appear on the ballot for all voters. <\/span><span><a target=\"_blank\" href=\"https:\/\/okpolicy.org\/state-question\/\" rel=\"noopener noreferrer\" class=\"mjd-9 d7-DH\">They can be added to the ballot by the Legislature or by an initiative petition from citizens.<\/a><\/span><span> The upcoming State Question is through an <\/span><span><a target=\"_blank\" href=\"https:\/\/okpolicy.org\/initiative-petition\/\" rel=\"noopener noreferrer\" class=\"mjd-9 d7-DH\">initiative petition<\/a><\/span><span>, brought up by citizens who went through a lengthy and arduous process of collecting signatures before the question made the ballot. <\/span><\/span><\/p>\n<\/div>\n<div type=\"paragraph\" data-hook=\"rcv-block18\"><\/div>\n<div data-breakout=\"normal\">\n<div class=\"_8lDmD RG0XO _6y8tI rQtlz\" id=\"viewer-n1bj\"><span class=\"UYHF3\">\u00a0<\/span><\/div>\n<\/div>\n<div type=\"empty-line\" data-hook=\"rcv-block19\"><\/div>\n<div data-breakout=\"normal\">\n<p class=\"_8lDmD RG0XO _6y8tI _8lNYy rQtlz\" id=\"viewer-2f0\"><span class=\"UYHF3\"><span>The State Question that is going to be on Tuesday\u2019s ballot (referred to from now on as SQ802) was initiated and pushed by the group \u201cYesOn802.\u201d They gathered 313,677 signatures\u2013the most in Oklahoma history\u2013to put Medicaid expansion on the ballot. The program would allow for increased screenings and prevention programs in addition to access to care. How? Medicaid expansion allows existing Medicaid programs in Oklahoma (currently known as \u201cSoonercare\u201d) to reach more people. Medicaid expansion would help Oklahomans struggling to get by, such as <\/span><span><a target=\"_blank\" href=\"https:\/\/yeson802.org\/\" rel=\"noopener noreferrer\" class=\"mjd-9 d7-DH\">individuals making less than $17,000 a year or a family of three making less than $29,000<\/a><\/span><span>. <\/span><\/span><\/p>\n<\/div>\n<div type=\"paragraph\" data-hook=\"rcv-block25\"><\/div>\n<div data-breakout=\"normal\">\n<div class=\"_8lDmD RG0XO _6y8tI rQtlz\" id=\"viewer-ck7kt\"><span class=\"UYHF3\">\u00a0<\/span><\/div>\n<\/div>\n<div type=\"empty-line\" data-hook=\"rcv-block26\"><\/div>\n<div data-breakout=\"normal\">\n<h3 class=\"yFdd6 ANXuM _6y8tI _8lNYy rQtlz\" id=\"viewer-3nb41\"><span class=\"EF4BF\"><span>How would it be funded?<\/span><\/span><\/h3>\n<\/div>\n<div type=\"heading\" data-hook=\"rcv-block27\"><\/div>\n<div data-breakout=\"normal\">\n<p class=\"_8lDmD RG0XO _6y8tI _8lNYy rQtlz\" id=\"viewer-cvbvf\"><span class=\"UYHF3\"><span>Medicaid is a federally funded program that Oklahomans are already paying towards. With Medicaid expansion and the passage of SQ802, the federal government will pay 90 percent of the cost of the Medicaid expansion population in perpetuity, as specified in federal law. The state of Oklah<\/span><span>oma will cover the remaining 10 percent; the Legislature will need to specify a funding source for the state share in the 2021 session; multiple funding options are on the table, including <\/span><span><a target=\"_blank\" href=\"https:\/\/okpolicy.org\/sq-802-information-and-resources\/\" rel=\"noopener noreferrer\" class=\"mjd-9 d7-DH\">raising the Supplemental Hospital Offset Payment Program (SHOPP) fee on hospitals, earmarking a share of tobacco settlement revenues, and allocating general revenues<\/a><\/span><span>.<\/span><\/span><\/p>\n<\/div>\n<div type=\"paragraph\" data-hook=\"rcv-block28\"><\/div>\n<div data-breakout=\"normal\">\n<div class=\"_8lDmD RG0XO _6y8tI rQtlz\" id=\"viewer-4g9tg\"><span Foundation (featured above), 35% of Oklahomans are low income, yet only 18% of them are covered by Medicaid. This has led to a large uninsured population and many people not getting the medical care they need. <\/span><\/span><\/p>\n<\/div>\n<div type=\"paragraph\" data-hook=\"rcv-block32\"><\/div>\n<div data-breakout=\"normal\">\n<div class=\"_8lDmD RG0XO _6y8tI rQtlz\" id=\"viewer-1qeit\"><span class=\"UYHF3\">\u00a0<\/span><\/div>\n<\/div>\n<div type=\"empty-line\" data-hook=\"rcv-block33\"><\/div>\n<div data-breakout=\"normal\">\n<p class=\"_8lDmD RG0XO _6y8tI _8lNYy rQtlz\" id=\"viewer-1beqb\"><span class=\"UYHF3\"><span><a target=\"_blank\" href=\"https:\/\/www.fightcancer.org\/policy-resources\/medicaid-ensuring-access-affordable-health-care-coverage-lower-income-cancer#:~:text=More%20than%20two%20million%20Americans,Medicaid%20for%20their%20health%20care\" rel=\"noopener noreferrer\" class=\"mjd-9 d7-DH\">Over two million Americans with cancer rely on Medicaid programs for critical treatment and survivorship care<\/a><\/span><span>. Furthermore, in the state of Oklahoma alone, <\/span><span><a target=\"_blank\" href=\"https:\/\/cancerstatisticscenter.cancer.org\/#!\/state\/Oklahoma\" rel=\"noopener noreferrer\" class=\"mjd-9 d7-DH\">20,000 new patients will be diagnosed with cancer this year<\/a><\/span><span>. <\/span><\/span><\/p>\n<\/div>\n<div type=\"paragraph\" data-hook=\"rcv-block34\"><\/div>\n<div data-breakout=\"normal\">\n<div class=\"_8lDmD RG0XO _6y8tI rQtlz\" id=\"viewer-f9rdb\"><span class=\"UYHF3\">\u00a0<\/span><\/div>\n<\/div>\n<div type=\"empty-line\" data-hook=\"rcv-block35\"><\/div>\n<div data-breakout=\"normal\">\n<p class=\"_8lDmD RG0XO _6y8tI _8lNYy rQtlz\" id=\"viewer-ev7h8\"><span class=\"UYHF3\"><span>The cost of healthcare is <\/span><span>rising<\/span><span>, even more so for those with a new cancer diagnosis because of chemotherapy rounds, pharmaceutical products, and numerous hospital visits. <\/span><span>According to a 2019 survey conducted by The Mesothelioma Center at Asbestos.com, <\/span><span><a target=\"_blank\" href=\"https:\/\/www.asbestos.com\/featured-stories\/high-cost-of-cancer-treatment\/#:~:text=Some%20cancer%20patients%20may%20face,a%20year%20for%20one%20drug.&amp;text=In%202014%2C%20cancer%20patients%20paid,of%2Dpocket%20for%20cancer%20treatment.&amp;text=Newly%20approved%20cancer%20drugs%20cost,ago%2C%20the%20average%20was%20%244%2C500\" rel=\"noopener noreferrer\" class=\"mjd-9 d7-DH\">63% of cancer patients and loved ones reported financial struggles following a cancer diagnosis<\/a><\/span><span>. <\/span><\/span><\/p>\n<\/div>\n<div type=\"paragraph\" data-hook=\"rcv-block36\"><\/div>\n<div data-breakout=\"normal\">\n<div class=\"_8lDmD RG0XO _6y8tI rQtlz\" id=\"viewer-bl0jj\"><span class=\"UYHF3\">\u00a0<\/span><\/div>\n<\/div>\n<div type=\"empty-line\" data-hook=\"rcv-block37\"><\/div>\n<div data-breakout=\"normal\">\n<p class=\"_8lDmD RG0XO _6y8tI _8lNYy rQtlz\" id=\"viewer-ckflg\"><span class=\"UYHF3\"><span>Without access to affordable treatment, cancer will continue to remain one of the leading causes of death, as people either<\/span><\/span><\/p>\n<\/div>\n<div type=\"paragraph\" data-hook=\"rcv-block38\"><\/div>\n<div data-breakout=\"normal\">\n<p class=\"_8lDmD RG0XO _6y8tI _8lNYy rQtlz\" id=\"viewer-36dc8\"><span class=\"UYHF3\"><span>(1) find out their diagnoses later when their treatment options are extremely limited or <\/span><\/span><\/p>\n<\/div>\n<div type=\"paragraph\" data-hook=\"rcv-block39\"><\/div>\n<div data-breakout=\"normal\">\n<p class=\"_8lDmD RG0XO _6y8tI _8lNYy rQtlz\" id=\"viewer-4f26v\"><span class=\"UYHF3\"><span>(2) cannot afford the treatment diagnosed by their doctors. <\/span><\/span><\/p>\n<\/div>\n<div type=\"paragraph\" data-hook=\"rcv-block40\"><\/div>\n<div data-breakout=\"normal\">\n<div class=\"_8lDmD RG0XO _6y8tI rQtlz\" id=\"viewer-4tqgh\"><span class=\"UYHF3\">\u00a0<\/span><\/div>\n<\/div>\n<div type=\"empty-line\" data-hook=\"rcv-block41\"><\/div>\n<div data-breakout=\"normal\">\n<p class=\"_8lDmD RG0XO _6y8tI _8lNYy rQtlz\" id=\"viewer-ds7bt\"><span class=\"UYHF3\"><span><a target=\"_blank\" rel=\"noopener noreferrer\" class=\"mjd-9 d7-DH\">20% of people have to pay over $20,000 out of pocket annually for cancer treatment<\/a><\/span><span><a target=\"_blank\" href=\"https:\/\/www.asbestos.com\/featured-stories\/high-cost-of-cancer-treatment\/#:~:text=Some%20cancer%20patients%20may%20face,a%20year%20for%20one%20drug.&amp;text=In%202014%2C%20cancer%20patients%20paid,of%2Dpocket%20for%20cancer%20treatment.&amp;text=Newly%20approved%20cancer%20drugs%20cost,ago%2C%20the%20average%20was%20%244%2C500\" rel=\"noopener noreferrer\" class=\"mjd-9 d7-DH\">.<\/a><\/span><span> <\/span><span>The disparity in the cost of treatment and the amount patients are willing to pay is immense, <\/span><span><a target=\"_blank\" href=\"https:\/\/www.ncbi.nlm.nih.gov\/books\/NBK221653\/\" rel=\"noopener noreferrer\" class=\"mjd-9 d7-DH\">leading <\/a><\/span><span><a target=\"_blank\" href=\"https:\/\/www.ncbi.nlm.nih.gov\/books\/NBK221653\/\" rel=\"noopener noreferrer\" class=\"mjd-9 d7-DH\">the estimate of expenditures for care to the uninsured from community health and other providers of direct care to $7.11 billion<\/a><\/span><span>, thus increasing strains on clinics and treatment centers across the state and nation and the closings of rural hospitals across the country.<\/span><\/span><\/p>\n<\/div>\n<div type=\"paragraph\" data-hook=\"rcv-block42\"><\/div>\n<div data-breakout=\"normal\">\n<p class=\"_8lDmD RG0XO _6y8tI _8lNYy rQtlz\" id=\"viewer-6mskn\"><span class=\"UYHF3\"><span>With the way COVID-19 has already overwhelmed a struggling system, these effects are expected to exponentially grow in the coming months. Because of the upsurges in the unemployment population, the uninsured population has also seen a similar uptick, as many Americans rely on employment to secure insurance benefits. <\/span><\/span><\/p>\n<\/div>\n<div type=\"paragraph\" data-hook=\"rcv-block43\"><\/div>\n<div data-breakout=\"normal\">\n<div class=\"_8lDmD RG0XO _6y8tI rQtlz\" id=\"viewer-9f2t7\"><span class=\"UYHF3\">\u00a0<\/span><\/div>\n<\/div>\n<div type=\"empty-line\" data-hook=\"rcv-block44\"><\/div>\n<div data-breakout=\"normal\">\n<p class=\"_8lDmD RG0XO _6y8tI _8lNYy rQtlz\" id=\"viewer-a6a13\"><span class=\"UYHF3\"><span><a target=\"_blank\" href=\"https:\/\/www.nilc.org\/wp-content\/uploads\/2015\/11\/consequences-of-being-uninsured-2014-08.pdf\" rel=\"noopener noreferrer\" class=\"mjd-9 d7-DH\">Being insured is directly correlated to lower healthcare outcomes and a greater probability of death, as uninsured adults are 25% more likely to die prematurely. Uninsured people are likely to only seek medical help when there is a medical emergency, meaning chronic conditions and illnesses such as cancer go undetected for much longer periods of time<\/a><\/span><span><a target=\"_blank\" href=\"https:\/\/www.nilc.org\/wp-content\/uploads\/2015\/11\/consequences-of-being-uninsured-2014-08.pdf\" rel=\"noopener noreferrer\" class=\"mjd-9 d7-DH\">. <\/a><\/span><\/span><\/p>\n<\/div>\n<div type=\"paragraph\" data-hook=\"rcv-block45\"><\/div>\n<div data-breakout=\"normal\">\n<p class=\"_8lDmD RG0XO _6y8tI _8lNYy rQtlz\" id=\"viewer-f8qm8\"><span class=\"UYHF3\"><span>Access to healthcare and insurance is vital because many Americans live paycheck to paycheck and have very little if any money to spare for costly treatments. It starts with a bill that goes unpaid, then a treatment that gets delayed, until it severely limits their access to care; treatment options; and other vital screenings. Because of the combination of these factors, Oklahoma has one of the highest poverty and cancer death rates. <\/span><span><a target=\"_blank\" href=\"https:\/\/www.asbestos.com\/featured-stories\/high-cost-of-cancer-treatment\/#:~:text=Some%20cancer%20patients%20may%20face,a%20year%20for%20one%20drug.&amp;text=In%202014%2C%20cancer%20patients%20paid,of%2Dpocket%20for%20cancer%20treatment.&amp;text=Newly%20approved%20cancer%20drugs%20cost,ago%2C%20the%20average%20was%20%244%2C500\" rel=\"noopener noreferrer\" class=\"mjd-9 d7-DH\">At 15.8% under the federal poverty line and 177.3 deaths due to cancer per every 100,000 persons<\/a><\/span><span><a target=\"_blank\" href=\"https:\/\/www.asbestos.com\/featured-stories\/high-cost-of-cancer-treatment\/#:~:text=Some%20cancer%20patients%20may%20face,a%20year%20for%20one%20drug.&amp;text=In%202014%2C%20cancer%20patients%20paid,of%2Dpocket%20for%20cancer%20treatment.&amp;text=Newly%20approved%20cancer%20drugs%20cost,ago%2C%20the%20average%20was%20%244%2C500\" rel=\"noopener noreferrer\" class=\"mjd-9 d7-DH\">. <\/a><\/span><span>Oklahoma needs to rethink its current strategy with Medicaid access, as many of these deaths can and should be prevented. <\/span><\/span><\/p>\n<\/div>\n<div type=\"paragraph\" data-hook=\"rcv-block46\"><\/div>\n<div data-breakout=\"normal\">\n<div class=\"_8lDmD RG0XO _6y8tI rQtlz\" id=\"viewer-4dph8\"><span class=\"UYHF3\">\u00a0<\/span><\/div>\n<\/div>\n<div type=\"empty-line\" data-hook=\"rcv-block47\"><\/div>\n<div data-breakout=\"normal\">\n<h3 class=\"yFdd6 ANXuM _6y8tI _8lNYy rQtlz\" id=\"viewer-59dnt\"><span class=\"EF4BF\"><span>What will the ballot look like?<\/span><\/span><\/h3>\n<\/div>\n<div type=\"heading\" data-hook=\"rcv-block48\"><\/div>\n<div data-breakout=\"normal\">\n<p class=\"_8lDmD RG0XO _6y8tI _8lNYy rQtlz\" id=\"viewer-2i5h1\"><span class=\"UYHF3\"><span>The wording of the ballot is as follows: <\/span><\/span><\/p>\n<\/div>\n<div type=\"paragraph\" data-hook=\"rcv-block49\"><\/div>\n<div data-breakout=\"normal\">\n<p class=\"_8lDmD RG0XO _6y8tI _8lNYy rQtlz\" id=\"viewer-pjjm\"><span class=\"UYHF3\"><span>\u201cMedicaid is a government-sponsored health insurance program for qualifying low-income persons. This measure would add a provision to the Oklahoma Constitution requiring the State to expand Medicaid coverage. The expanded coverage would include certain persons over 18 and under 65 who are not already covered and whose annual income, as calculated under federal law, is at or below 133 percent of the federal poverty line. The federal poverty line changes annually, but for example if this measure were in effect in 2019, the measure generally would have covered a single adult making less than $17,236 annually and adults in a family of four making less than $35,535 annually.<\/span><\/span><\/p>\n<\/div>\n<div type=\"paragraph\" data-hook=\"rcv-block50\"><\/div>\n<div data-breakout=\"normal\">\n<p class=\"_8lDmD RG0XO _6y8tI _8lNYy rQtlz\" id=\"viewer-66d6f\"><span class=\"UYHF3\"><span>Under this measure the State cannot create additional restrictions that make it more difficult to qualify for expanded Medicaid coverage than it is to qualify for the Medicaid program currently in place.<\/span><\/span><\/p>\n<\/div>\n<div type=\"paragraph\" data-hook=\"rcv-block51\"><\/div>\n<div data-breakout=\"normal\">\n<p class=\"_8lDmD RG0XO _6y8tI _8lNYy rQtlz\" id=\"viewer-1lofs\"><span class=\"UYHF3\"><span>The Medicaid program is funded jointly by the federal government and the State. This measure would require the Oklahoma Health Care Authority (OHCA) to try to maximize federal funding for Medicaid expansion in Oklahoma.
